Common questions from warehouse operators, workshop owners, and facility managers about steel mezzanine floors in Dubai. Every mezzanine is designed, fabricated, and installed by Finesse, end to end. Do I need Dubai Municipality approval to add a mezzanine floor to my warehouse?

Yes. Adding a mezzanine is a structural modification, so it falls under the Dubai Municipality building permit process. This applies whether your warehouse is in Al Quoz, Ras Al Khor, Dubai Industrial City, Dubai Investment Park, JAFZA, or any other industrial zone. You will need stamped structural drawings from a licensed consultant and an NOC from the property owner.

Does a mezzanine need Civil Defence (DCD) approval?

It depends on the intended use. If the mezzanine is used for storage (pallet racking, bulk stock, archives, flammable goods), DCD approval is normally required. The Civil Defence review covers fire-rated protection of the steelwork, means of escape, and sprinkler coverage. For lighter uses such as a small office area or non-flammable light storage, DCD approval is not always required, and the structural permit alone may be enough.

What we do: we assess your use case at the design stage and tell you upfront whether DCD approval is needed. If it is, we handle the submission and the House of Expertise coordination.

What is the minimum design live load for a mezzanine floor in the UAE?

Under Administrative Resolution No. (37) of 2021 amending the Dubai Building Bylaw, the live load on a mezzanine must not be less than 5 kN/m² (approximately 510 kg/m²). For storage mezzanines with pallet racking or heavy stock, we design to higher loads, typically 7.5 kN/m² or 10 kN/m², matched to your actual use.

What we use: every mezzanine is designed to either AISC 360 (American Institute of Steel Construction) or Eurocode 3 (BS EN 1993), both accepted by Dubai Municipality under the Dubai Building Code 2021.

Does my mezzanine need a third-party structural consultant?

For larger mezzanines, multi-level mezzanines, or those carrying heavy point loads (racking, machinery, archive storage), Dubai Municipality often requires an independent third-party structural review in addition to the consultant of record. This is a peer check of the design and is standard practice for medium and large structures in Dubai.

How we handle it: we can engage an approved third-party consultant on your behalf and roll the cost into our scope, or work with a consultant you nominate. Either way we coordinate the review, comments, and revisions so there is no delay to your permit.

How long does it take to design, fabricate, and install a steel mezzanine in Dubai?

For a typical 200 to 500 m² warehouse mezzanine the full timeline is roughly 8 to 12 weeks: about 2 weeks for design and approval drawings, 2 to 4 weeks for DM and DCD permits depending on jurisdiction, 1 to 3 weeks for in-house fabrication, and 3 to 10 days for site erection.

Can a mezzanine be added without affecting the existing warehouse structure?

In almost all cases, yes. We design free-standing mezzanines that carry their loads through their own columns to the slab. No load is transferred into your existing portal frame, roof, or perimeter walls. Where the existing slab cannot take the point loads, we use load-spreading base plates or isolated pad footings, sized from a structural check of the slab and sub-base.

How we control quality: as an ISO 9001 certified fabricator, every design goes through a documented review and sign-off before fabrication is released.

What welding standards, steel grades, and inspections do you use?

Steel sections are hot-rolled to BS EN 10025, typically in grade S275JR or S355JR. Decking is normally chequered plate or steel grating. Stair systems are designed to BS 5395 and the UAE FLSC's egress requirements.

Welding work follows the AWS D1.1/D1.1M Structural Welding Code for Steel, with WPS (Welding Procedure Specifications) prepared for each project. Every weld is visually inspected by our experienced QC team during fabrication.

For non-destructive testing where the design requires it (Magnetic Particle Inspection on critical welds, torque tests on bolted connections, pull-out tests on anchor bolts), we work with accredited third-party testing laboratories in the UAE. Reports are issued in your name and submitted with the completion package.

What documents do I receive when the mezzanine job is done?

Every mezzanine handover from Finesse includes:

  • Stamped structural calculations and drawings from a licensed Dubai consultant
  • Independent third-party review report, where applicable
  • As-built drawings reflecting any site adjustments
  • Material test certificates (mill certs) for all steel sections
  • Welding procedure specifications (WPS) and weld inspection records
